This makes for depressing reading.

The situation has been like this for a long long long time, and nothing is changing. The obvious question is - what are the Government (the Ministry of Justice and the Youth Justice Board etc) doing about it?

I want to make it clear that I am NOT criticising the current Coalition Government - this has been the position for a long long long time, including under New Labour.

What I would like is for the situation to change.
